Valued friend of the Volsungs Confederation,

It is distressing to hear that your government feels unable to accept the terms of our very reasonable proposal to resolve the Sanbourne Obol II affair. Your errant Captain’s crimes are well documented and our response was appropriate and in accord with all custom and tenets of Galactic Law.  Indeed considering the severity of the transgression which resulted in the deaths of two VSN personnel we are somewhat shocked that you did not welcome our proposal.* In light of this failure to accept responsibility for the actions of your citizens we are prepared to take the matter to arbitration and are confident that the Interstellar Trade Court will rule in our favor.  This litigation will bring great discredit to the BSSUVD, something we would hate to see for a valued trading partner.

However, your veiled threat to seize Volsungs Merchant vessels is an unacceptable breach of Galactic Law.  We have lodged a protest with the Merchant’s Guild.  Unwarranted seizure of any Volsungs Merchant vessel will result in severe repercussions, up to and including a state of war. 

We value our long peaceful trade relationship and would hate to see it altered over such a small affair.  In order to de-escalate this affair we are willing to make a final concession.  We will turn the impounded smuggler’s cargo of weapons over to the Senior Merchant Guild office in Traal Space to hold until such time as reparations are fully paid.

I reiterate that we simply do not believe that this incident warrants additional measures as we believe our long relationship with the good people of BSSUVD is important enough to overlook the grievous lapse of judgement shown by a rouge officer in your Merchant Marine.


**Galactic Law clearly states that a foreign merchant vessel engaged in illicit activities whose officers or starmen purposefully cause physical harm or death to the authorized personnel of a sovereign starsystem/state, when properly hailed, may be classified as conducting piracy.  Piracy convictions are punishable by death.

I hope this finds you with expediency.

Sadly the speedy resolution I had hoped for is is long past, and now appears to be compounded with what I can only assume is a local demand for blackmail.  I am worried about the messaging you have received from your local constabulary and the distance it has traveled from the obvious truth. 

There is a comment that there were communications between the ship and the surface.  Such activities should not be surprising from a trade ship.  The ship needed to communicate with those individuals to be traded with a view.  I have not yet, save for items under durress, found anything that speaks to our traders seeking to offload government property arms to your local revolutionaries.  In fact I have nothing that points to them even knowing that they were talking to anything but official parties. 

Things may be different in your space, and we are doing what we can to respect our national differences, but you ask too much  Limiting travel is all but a death sentence, as those under this limitation cannot be assigned to any of our trade ships, as no ship knows its next destination after it leaves its home port.  You put them in a position where they cannot earn income, and no income puts them in extreme risk in any state. 

We have a complication on this side that I do not doubt you have received word about.  Copies of the video have been leaked, coming into the possession from an unknown source, though our analytics puts the source outside of the BSSU.  Some specialist for one of our news channels has claimed the video to be doctored.  We ourselves have not completed our analysis, but such are the limitations of government budgets as you are well aware.  We've found spontaneous protests following, and disturbing reports of at least one man beaten to death under the misunderstanding that he was from your domain. 

Quickly I am finding the next steps on our part for this particular activity being extracted from my control.  Already you should have received the first expectation of payment of current Impound and Blockage Fees, and the charges will continue. Should we transcend a reasonable threshold, like trade in exchange will have to be taken from those limited merchant resources within the reach of our Naval Musters.  We also approach the potentilla interdict.   Both are natural responses by our plenary bodies. Though I want to help further there I cannot change what has been done. 

I believe speedy resolution is essential for both of our parties.

Overview:
Bragi  has a highly industrialized, largely free-market economy with per capita GDP almost as high as that of Syneca, the Spanish Netherlands, or Yggdrasil. Trade is important, with exports accounting for over one-third of GDP in recent years.
Bragi  is historically competitive in manufacturing - principally the wood, metals, engineering, and electronics industries. Bragi  excels in export of technology for mobile devices as well as promotion of startups in the information and communications technology, gaming, cleantech, and biotechnology sectors. Except for timber and several minerals, Bragi  depends on imports of raw materials, energy, and some components for manufactured goods. Economy :: INDUN
Overview:
Indun is a small, open economy with exports contributing nearly a third of GDP. Due to its geographical location, transit services are highly-developed, along with timber and wood-processing, agriculture and food products, and manufacturing of machinery and electronics industries. Corruption continues to be an impediment to attracting foreign direct investment and Indun's low birth rate and decreasing population are major challenges to its long-term economic vitality.
Indun's economy experienced GDP growth of more than 10% per year during 2980-91, but entered a severe recession in 2992 as a result of an unsustainable current account deficit and large debt exposure amid the softening economy. Triggered by the collapse of the second largest bank, GDP plunged 18% in 2993 PD. The economy has not returned to pre-crisis levels despite strong growth, especially in the export sector in 2995 PD-98.
The IMF, WSPB, and other international donors provided substantial financial assistance to Indun as part of an agreement to defend the currency's peg to the Meuo in exchange for the government's commitment to stringent austerity measures. The IMF/WSPB program successfully concluded in December 2995 PD. Indun officially joined the WSPB in May 2988 PD. Indun joined the Meuo zone in 2998 PD.
