Prime Article to the Volsung Ministry of State, Yggdrasil 24.4.3004 (Central Solar +4E) [FLASH]

/// FLASH  /// FLASH /// FLASH /// FLASH ///

The Bryiancz- Stoyvic Solar Union and Voluntary Dependencies can no longer stand for the Volsung unsolicited aggression. It must end now.

The Briancz - Stoyvic Solar Union and Voluntary Dependencies has remained patient in a hope the Volsung states would come to their collective senses.  In fact we were reviewing the potential of releasing the Volsung Federation from the obligations their predatory acts around Kara had created in an effort to generate good will when the word of the incident came.

Not an hour past in the system of Posit, clearly within our soveriegn domain, three trade ships were set upon by a Freya Destroyer.  The ship powered up weapons and destroyed the Vauxhaul Clydesdale V without communication of any kind.  We could not identify the name via the video, but we expect your Navy will be able to provide its identification post haste.

In preparation for potential aggression similar to what we saw at Kara, we've interspersed Q-Ships in our convoys.  This particular convoy fortunately included the Zmije who was fortunate through a single strike to destroy the interloper.

Video of the incident has been attached.  No civil state will attempt to claim such documents are forged, though given the history of dialog between, it is expected the Volsung state will try to make that claim here.  Further, there is an expectation that there will be claims that Posit was not a Voluntary Dependency, and to avoid such claims we've attached records from the plenum seven years back of the 32,144 registered inhabitants of Posit placing it as a Voluntary Dependency with a 87% support vote. Copies of attached videos and this attached document have been shared with all regional government, news agencies, and other parties as appropriate as a word of warning against Volsung treachery.

Evidence resolved, I don't want to lose sight of what has happened here.  Forty Seven crew members of the Heavy Freighter Vauxhaul Clydesdale V will never see their families and only by the fortuitous presence of the Q-Ship Zmije was the rest of the fleet spared the same fate.  The Bryiancz - Stoyvic Solar Union and Voluntary Dependencies cannot and will not stand by while violence is perpetrated on our livelihood and our citizens.

We declare Interdict on the Volsung Confederation as a righteous response against their actions.  We will enforce it to the extent of our abilities, which are vast.  This will remain until reparations are made, to include restitution to the families, corporate obligatories, and our sovereign state. A courtesy of fifty (50) solar hours will be granted for internal Volsung discussions to allow them an option to agreed to the attached list of reparations in order to end this unpleasantness.  Then there will be no room left for mercy.

The Volsung Confederation has left us no choice.  May whatever Gods you worship have mercy on your souls.

Snapshots

Solidarity - A small star system settled by the Poleski people.  Respectable navy and ground forces.  Not a rich system but one that is considered a significant interstellar cross-road.

Kritta - Formerly an empire, now reduced to a single system.  Retains a small fleet and ground force.  A bit aloof and often considered haughty by most neighbors.

DIPLOMATIC CORRESPONDENCE 00000000000340000023100000021.1

To: Kellim Casyt, Directing Principle, Institution of Trade and Relations, Coreward Division, Bryiancz-Stoyvic Solar Unity and Voluntary Dependencies
From: Srini Vas, Srini Vasson, Secretary of State for International Trade, Volsung Confederation
Subject: Resolution of the BSSUVD starship Sanbourne Obol II Affair

Valued friend of the Volsungs Confederation,

It is distressing to hear that your government feels unable to accept the terms of our very reasonable proposal to resolve the Sanbourne Obol II affair. Your errant Captain’s crimes are well documented and our response was appropriate and in accord with all custom and tenets of Galactic Law.  Indeed considering the severity of the transgression which resulted in the deaths of two VSN personnel we are somewhat shocked that you did not welcome our proposal.* In light of this failure to accept responsibility for the actions of your citizens we are prepared to take the matter to arbitration and are confident that the Interstellar Trade Court will rule in our favor.  This litigation will bring great discredit to the BSSUVD, something we would hate to see for a valued trading partner.

However, your veiled threat to seize Volsungs Merchant vessels is an unacceptable breach of Galactic Law.  We have lodged a protest with the Merchant’s Guild.  Unwarranted seizure of any Volsungs Merchant vessel will result in severe repercussions, up to and including a state of war.

We value our long peaceful trade relationship and would hate to see it altered over such a small affair.  In order to de-escalate this affair we are willing to make a final concession.  We will turn the impounded smuggler’s cargo of weapons over to the Senior Merchant Guild office in Traal Space to hold until such time as reparations are fully paid.

I reiterate that we simply do not believe that this incident warrants additional measures as we believe our long relationship with the good people of BSSUVD is important enough to overlook the grievous lapse of judgement shown by a rouge officer in your Merchant Marine.

**Galactic Law clearly states that a foreign merchant vessel engaged in illicit activities whose officers or starmen purposefully cause physical harm or death to the authorized personnel of a sovereign starsystem/state, when properly hailed, may be classified as conducting piracy.  Piracy convictions are punishable by death.

Looking at the two maps and assorted notes, this is my interpretation of what that map looks like at a high level.

This is not meant to be a dictation of the cartography, just what I see.  Let me know what shoudl be shuffled around.

Article of Note to the Volsungs Ministry of State, Deputation at Kara, 17.4.3004 (Central Solar +4E) [High Priority]

You known of this Sovereign and Incorporated Popular Republic, The Bryiancz-Stoyvic Solar Unity and Voluntary Dependencies,

I hope this finds you with expediency.

Sadly the speedy resolution I had hoped for is is long past, and now appears to be compounded with what I can only assume is a local demand for blackmail.  I am worried about the messaging you have received from your local constabulary and the distance it has traveled from the obvious truth.

There is a comment that there were communications between the ship and the surface.  Such activities should not be surprising from a trade ship.  The ship needed to communicate with those individuals to be traded with a view.  I have not yet, save for items under durress, found anything that speaks to our traders seeking to offload government property arms to your local revolutionaries.  In fact I have nothing that points to them even knowing that they were talking to anything but official parties.

Things may be different in your space, and we are doing what we can to respect our national differences, but you ask too much  Limiting travel is all but a death sentence, as those under this limitation cannot be assigned to any of our trade ships, as no ship knows its next destination after it leaves its home port.  You put them in a position where they cannot earn income, and no income puts them in extreme risk in any state.

We have a complication on this side that I do not doubt you have received word about.  Copies of the video have been leaked, coming into the possession from an unknown source, though our analytics puts the source outside of the BSSU.  Some specialist for one of our news channels has claimed the video to be doctored.  We ourselves have not completed our analysis, but such are the limitations of government budgets as you are well aware.  We've found spontaneous protests following, and disturbing reports of at least one man beaten to death under the misunderstanding that he was from your domain.

Quickly I am finding the next steps on our part for this particular activity being extracted from my control.  Already you should have received the first expectation of payment of current Impound and Blockage Fees, and the charges will continue. Should we transcend a reasonable threshold, like trade in exchange will have to be taken from those limited merchant resources within the reach of our Naval Musters.  We also approach the potentilla interdict.   Both are natural responses by our plenary bodies. Though I want to help further there I cannot change what has been done.

I believe speedy resolution is essential for both of our parties.

Economy :: BRAGI
Overview:
Bragi  has a highly industrialized, largely free-market economy with per capita GDP almost as high as that of Syneca, the Spanish Netherlands, or Yggdrasil. Trade is important, with exports accounting for over one-third of GDP in recent years.
Bragi  is historically competitive in manufacturing - principally the wood, metals, engineering, and electronics industries. Bragi  excels in export of technology for mobile devices as well as promotion of startups in the information and communications technology, gaming, cleantech, and biotechnology sectors. Except for timber and several minerals, Bragi  depends on imports of raw materials, energy, and some components for manufactured goods. Because of the cold climate, agricultural development is limited to maintaining self-sufficiency in basic products. Forestry, an important export industry, provides a secondary occupation for the rural population.
Bragi  had been one of the best performing economies within the WSPB before 2993 PD and its banks and financial markets avoided the worst of the 2992 financial crisis. However, the slowdown hit exports and domestic demand hard in that year, causing Bragi ’s economy to contract from 2996 PD-98. The recession affected general government finances and the debt ratio.
Bragi 's main challenges will be reducing high labor costs and boosting demand for its exports. In the long term, Bragi  must address a rapidly aging population and decreasing productivity in traditional industries that threaten competitiveness, fiscal sustainability, and economic growth. The depreciating ruble and Favourite’s general economic slowdown will dampen exports to Favourite.
